Education up to the age of 18 is generally free. 16 to 19 year olds are mainly funded by the Education Funding Agency (EFA), 19+ learners by the Skills Funding Agency (SFA).
If a learner aged 16 to 25 years old has an Education Health Care Plan funding is by the EFA, in some cases funding may be provided by other agencies, e.g. Health & Care. Personal budgets can be used to pay for services.
